I’ve just watched Jazz Boat (1960) on Talking Pictures, there are many shots of Tower Bridge and the riverbank. There’s a bit where Anthony Newly is walking along the riverbank singing about finding someone to love, with the bridge clearly visible in the background. I’m new to this site so apologies as I can’t add a link!

A moody night time shot of Tower Bridge that can be squinted at in Operation Conspiracy (or Cloak Without Dagger) in 1956.
Same shot turns up in 21 Days (1937):

The Tower Bridge certainly appears in a trailer for this film (from 00:00:37-00:00:39):

Probably it's library footage, although there is a scene on the bridge shot for the episode.

                  John Barrymore on London Bridge.
                  "Sherlock Holmes" (1922).

That looks more like he's on the Embankment, across the water from the Houses of Parliament
                    Some way from Tower Bridge

Only if he can see round corners. There's a big bend in the river between the Houses of Parliament and Tower Bridge
I know that Sherlock is clever, but is he that clever?

The original script of Verdict of the Sea (1931) called for the bridge to open up:

But the stock footage mustn't have been available, so they settled for this instead to show they're in London.

The background for the main titles of Stormy Weather (1935) looks more foggy than stormy:
